Overview of the 2026 UN – Nippon Foundation Fellowship on Ocean Affairs and the Law of the Sea

The 2026 United Nations – Nippon Foundation Fellowship aims to enhance the capacity of government officials and mid-level professionals from developing states in ocean affairs and related fields. The Fellowship focuses on providing advanced training and knowledge regarding international legal frameworks and effective practices in ocean governance.
Fellowship Structure
The Fellowship is structured into two main phases over a total duration of nine months:

Phase One – Research and Training (3 months): This phase typically occurs between March/April and June at the Division for Ocean Affairs and the Law of the Sea (DOALOS) at the United Nations Headquarters in New York. Participants engage in training that equips them with major insights into ocean governance.

Phase Two – Advanced Academic Research (6 months): From July to December, Fellows move to a contributing Host Institution for focused academic study and research under the mentorship of experts in their selected fields.
Deliverables
Fellows are expected to produce:
- A 100-page written thesis
- A presentation of their research findings
- An ocean governance matrix
Additional assignments will be completed during Phase One’s training curriculum.
Eligibility Criteria
Interested candidates must meet the following requirements:
- Age between 25 and 45.
- A completed first university degree demonstrating capacity for independent research.
- Employment in a national government organ or NGO in a developing state, actively dealing with ocean affairs.
- Research must align with national policies in ocean governance.
- Candidates should be free of obligations during the Fellowship period, except with authorized allowance.
Benefits
Financial Support:
- Monthly Stipend: Provided throughout the fellowship duration, including two days of travel from the home country.
- Travel Expenses: Return economy class airfare covering travel between the home country, New York, and other respective host institutions, if applicable.
- Housing Responsibility: While Fellows are responsible for securing their accommodation, some host institutions may assist with arrangements.
- Book Allowance: A monthly allowance of $100 during Phase Two, totaling $600.
