Captain Mohamad Halim Bin Ahmed

Director General of Marine Ministry of Transport, Malaysia

Captain Halim is the director general of marine, Malaysia Marine Department, Ministry of Transport, Malaysia. His responsibility includes planning the direction of Malaysia’s maritime national policy, to establish safe and secure maritime transport and to protect marine environment. He also manages all shipping and port-related affairs.

Previously, Captain Halim was the maritime attaché for the United Kingdom and Northern Ireland, 2016 to 2018, in the High Commission of Malaysia in the United Kingdom. From October 2018 to May 2022, he was the under secretary for Maritime Division, Ministry of Transport, and the deputy director general of planning, Malaysia Marine Department from April 2022 to November 2022.

Currently, Captain Halim is also the second vice president for the APEC Port Services Network (APSN), and the chairperson of APEC Maritime Expert Group under the Transportation Working Group.

Captain Halim is a former seafarer before he decided to join the Malaysia Public Service where he started as a marine officer at the Marine Department. He attained his master’s certificate of competency for foreign going ships in 1995 from the New Zealand Maritime Safety Agency. He graduated from the World Maritime University, Sweden, with a master’s degree in maritime affairs in 2004.
