Information from various sources has indicated a relatively smooth transition to the 0.50% sulphur limit. Prices for compliant fuels – very-low sulphur fuel oil (VLSFO) and marine gas oil (MGO) rose quickly initially but now appear to be stabilizing.
To support smooth implementation, the IMO Secretariat has set up a dedicated hotline email address for any queries from Member States and the shipping industry as the regulation comes into effect.
There is increasing confidence towards consistent implementation resulting from significant efforts to date by all stakeholders.
The impending IMO 2020 is a source of stress for many seafarers and there is a widespread fear of being blamed for non-compliance.
IMO must make sure the IMO 2020 regulations are enforced in such a way that they do not distort competition and do not penalize responsible companies for complying.
There have been indications that some States, which have ratified MARPOL Annex VI, may not fully enforce the sulphur regulations on ships trading between ports in waters under their jurisdiction.
IMO must ensure full enforcement by member states. There must be a level playing field if this important regulation is going to work.
With 1 Jan 2020 less than five and a half months away, INTERCARGO expresses its growing concern in view of the magnitude of challenge lying ahead for the industry and the need for a smooth transition.
From January 2020, the IMO will ban ships from using fuels with a sulfur content above 0.5%, compared with 3.5% now. However, there are still concerns and uncertainty over this regulation.
