The Office of the President of Ukraine has announced a landmark 100-year partnership agreement with the United Kingdom, signed during the inaugural visit of UK Prime Minister Keir Starmer to Kyiv. This agreement was officially signed by Ukrainian President Volodymyr Zelenskyy and Prime Minister Starmer, signaling a strengthened bilateral relationship.

The agreement highlights key support for Ukraine’s aspirations to integrate with European and Euro-Atlantic structures, explicitly noting the UK’s commitment to facilitate Ukraine’s “irreversible path to NATO membership.” A notable aspect of the document is Ukraine’s commitment to combat corruption across both public and private sectors in line with previous obligations outlined in the Agreement on Security Co-operation.

Structured into 14 articles, the agreement covers various critical areas, including:

  1. Defense Capabilities: Ukraine and the UK will enhance their military collaboration, fortifying defense capabilities through joint production, procurement systems, and the development of technology transfers. This cooperation underscores Ukraine’s integral role in Euro-Atlantic security.

  2. Maritime Security: The agreement establishes a maritime security partnership aimed at tackling systemic threats and challenges in maritime domains, specifically in the Baltic Sea, Black Sea, and Azov Sea, emphasizing the restoration of freedom of navigation.

  4. Energy Cooperation: The agreement outlines collaboration on energy transition strategies, focusing on climate initiatives and clean energy.

  5. Justice and Accountability: Measures are specified to bring accountability for states violating international law, delineating a commitment to uphold justice.

  6. Migration: The document acknowledges the need for gradual measures to enhance travel and mobility between the two nations under secure conditions.

The agreement will remain active for a century, with provisions for amendment and potential additional agreements to support its implementation. Notably, a prior security agreement was signed on January 12, 2024, following a G7 declaration on security guarantees for Ukraine, further demonstrating the UK’s ongoing commitment to Ukraine’s defense.
