A significant conference focusing on maritime security was held in Colombo, Sri Lanka, from June 18 to 20, 2018. Organized by the United Nations Office on Drugs and Crime (UNODC) under its Global Maritime Crime Program (GMCP), the event attracted notable participation from over 20 countries. Academics and legal practitioners convened to address critical maritime issues, emphasizing two primary topics: the application of Article 17 of the Vienna Drugs Convention and the legal treatment of vessels lacking nationality.
The discussions encompassed various facets of maritime security, highlighting the escalating importance of tackling maritime crime to ensure safety and legal compliance at sea. Experts engaged in reviewing and refining thematic chapters and annexes for the forthcoming edition of UNODC GMCP’s publication titled “Maritime Crime: A Manual for Criminal Justice Practitioners.” This manual aims to provide vital guidance on addressing a range of maritime security challenges, including human rights violations at sea, kidnappings, maritime terrorism, smuggling of migrants, and fuel theft.
The conference serves as a platform not only for discussion but also for collaboration among international experts dedicated to enhancing maritime law and ensuring better enforcement mechanisms across nations. The insights and recommendations gathered during this gathering are expected to enrich the upcoming manual, thereby aiding practitioners in effectively navigating the complexities of maritime law enforcement.
Looking ahead, plans for the Second Annual UNODC Maritime Law Expert Conference are already underway, set to convene in June 2019, indicating a continued commitment to strengthening global maritime security frameworks and fostering cooperation among nations on these pressing issues.
