The Bashi Channel, separating Taiwan from Batanes, is particularly vital for both Chinese military operations and U.S. naval drills. Batanes has also participated in Balikatan exercises, fostering military cooperation between the U.S. and the Philippines.
While some local officials have discussed the potential construction of a sea port to facilitate security and military access, resistance from the community reflects their desire to avoid becoming a primary target in regional conflicts. Furthermore, the U.S. military’s decision to withdraw from financing the estimated $50 million port project may ease local tensions amidst concerns about provoking China.
Mayor Caccam has expressed mixed feelings about foreign military presence, noting that while Balikatan exercises provide a sense of security, they also make Batanes a target.
