The Government of the Philippines, in collaboration with the European Union (EU), has launched a Technical Assistance Project aimed at enhancing the training, education, and working conditions of Filipino seafarers. This initiative comes in response to previous concerns raised by EU authorities regarding the adequacy of seafarer training programs in the Philippines, which had nearly led to a ban on recognizing Filipino seafarer credentials.
Over three years, the project aims to improve standards for training and certification, ensuring that Filipino seafarers can continue to work internationally under favorable labor conditions. The European Commission has allocated €4 million (approximately US$4.2 million) for this initiative, which is part of the larger EU-ASEAN Sustainable Connectivity Package, totaling €60 million (around US$63 million). This investment underscores the commitment to strengthen ties between the EU and ASEAN countries.
Fotini Ioannidou, Director for Waterborne Transport at the European Commission, emphasized the importance of the project during a signing ceremony held on November 11. She noted that it not only reinforces the educational and certification framework for seafarers in the Philippines but also benefits the global shipping industry by recognizing Filipino seafarers as a vital component of the maritime workforce worldwide.
Concerns about deficiencies in the training protocols for Filipino seafarers were highlighted in a report from the European Maritime Safety Agency (EMSA) in 2022. The Philippines had primarily relied on private training programs, which were criticized for inadequate oversight and inconsistencies. In response, the Philippine government, with the support of the shipping community, initiated reforms. In 2023, the EU agreed to continue recognizing Filipino seafarer credentials, reflecting improvements made in the training system.
Philippine Department of Transportation Secretary Jaime J. Bautista expressed hope for adopting European standards in training and certification, citing the newly enacted Magna Carta of Filipino Seafarers, which aims to protect the rights and benefits of skilled mariners. Bautista welcomed the EU’s assistance in enhancing education and training systems for seafarers, who are highly valued in the global shipping sector.
The Philippines is a leading provider of maritime talent, with around 1.15 million seafarers accounting for approximately 25% of the global seafaring workforce. The shipping industry plays a crucial role in the Philippine economy, contributing about 4% to the country’s Gross Domestic Product (GDP) in 2022, alongside seafarers’ remittances, which further added 1.7%.
The joint training and certification project, which commenced in September 2023, will run until November 2027, indicating a long-term investment in the future of Filipino seafarers and the maritime industry as a whole. By reinforcing training and certification systems, the initiative aims to uphold high standards and ensure that Filipino seafarers remain the preferred choice for international shipping.
