The Department of the Interior and Local Governments (DILG) of the Philippines is advancing its vision for an exceptional emergency response system by introducing the Unified Platform for Communications & Dispatch (UPCAD) in its Unified 911 command centers. This new system combines a sophisticated dispatch console with robust mobile devices—smartphones, feature phones, and tablets—designed specifically for first responders to meet challenging public safety demands.
The implementation of UPCAD was discussed at the Unified Dispatch and Communications Forum held at Solaire North on January 21. This event focused on equipping first responders through enhanced connectivity and command capabilities. Attendees included representatives from various government offices that address peace and order, civil defense, fire protection, maritime security, the air force, and civil aviation, as well as diplomats from France and the United States.
NGA 911 Philippines teamed up with Next Generation Core Services (NGCS) to provide advanced emergency response technology, while PLDT and ePLDT deliver the necessary telecommunications infrastructure and cloud hosting. The forum featured demonstrations showcasing how UPCAD offers instant, comprehensive data and tracks real-time positions using geolocation services, thus enhancing response coordination through secure Mission Critical Data and live video feeds termed Mission Critical Video.
The initiative is dubbed TOTR (Team On The Run), which integrates modern cellular networks to provide timely and secure information sharing beyond traditional communication methods, such as land mobile radios. This advanced technology is slated for integration into national 911 services starting in February, aimed at ensuring uninterrupted and reliable communication during emergencies. This will lead to quicker response times, improved situational awareness, and greater public safety, even under challenging conditions.
Ishka Villacisneros, CFO of NGA 911 USA and President of NGA 911 Philippines, emphasized that the Unified Dispatch aims to seamlessly connect people, agencies, and decision-making in real time. This system will allow for improved collaboration among various entities, including police, military, coast guards, disaster response teams, and local government units (LGUs), all operating with a shared operational view.
Rob Llaguno, Country Head of NGA 911 Philippines, highlighted that effective emergency response necessitates collaboration between national and local governments, public and private sectors, and uniformed services. The unified dispatch and communications system will thus empower first responders and enhance interoperability, ensuring comprehensive protection and peace of mind for Filipino citizens.
The Philippines stands out in Southeast Asia as the only country with a fully functional Next Generation 911 call system, garnering attention from neighboring countries aspiring to adopt similar public safety models. Through the implementation of UPCAD, the DILG seeks to transform the emergency response landscape, making it more efficient and responsive.
