Pakistan and Malaysia are working towards a new partnership focused on expanding maritime training and enhancing port cooperation, as discussed during a recent meeting between Malaysia’s Deputy Minister of Transport, Hasbi bin Habibollah, and Pakistan’s Federal Minister for Maritime Affairs, Muhammad Junaid Anwar Chaudhry. This dialogue took place on the sidelines of maritime engagements held in the United Kingdom.
The two ministers reviewed existing collaboration and explored opportunities to strengthen ties in the maritime sector. Chaudhry proposed the signing of a Memorandum of Understanding (MoU) aimed at improving seafarer training and facilitating the exchange of marine cadets. This proposed agreement would allow Pakistani cadets to train at Malaysian academies and vice versa, enhancing the professional development of young seafarers and fostering long-term bilateral cooperation.
Chaudhry also highlighted Pakistan’s advancements in digital port solutions, particularly the Pakistan Single Window (PSW) platform, which is operational at major ports like Karachi and Port Qasim. He emphasized that the digital infrastructure could serve as a model for reducing cargo clearance times and ensuring trade facilitation. In addition to training and digital initiatives, he proposed the establishment of direct feeder shipping lines between Pakistan and Malaysia, which would improve connectivity to Indonesia, thereby benefitting trade by reducing transport time and costs. This initiative aligns with Pakistan’s strategy to enhance maritime connectivity with ASEAN economies, aiming to boost exports of agricultural products, particularly rice, to Southeast Asia while facilitating edible oil imports.
Both countries agreed to conduct further technical consultations in the coming weeks to finalize the MoU’s details, set training modules, and establish mechanisms for implementing the cadet-exchange program.
Additionally, Pakistan is intensifying its commitment to global maritime governance by announcing its candidacy for a seat on the International Maritime Organisation (IMO) Council in Category C. Minister Chaudhry, during the IMO Assembly in London, highlighted Pakistan’s strategic coastal location along vital sea lanes. He pointed out initiatives the country has taken in line with IMO conventions, such as port digitalisation, maritime safety, green port development, and improvements in training standards for maritime professionals.
Chaudhry emphasized ongoing efforts to strengthen vessel traffic management and enhance marine pollution responses. Pakistan is actively working towards achieving its Maritime Vision 2047 and 2147 objectives, ensuring alignment with IMO standards and global best practices.
Pakistan’s application for an IMO Council seat reflects its commitment to contribute positively to the global maritime community, advocating for fair access for developing maritime nations, promoting seafarers’ welfare, and addressing climate issues related to coastal and vulnerable island states. He underscored the importance of collaboration among nations and aspirations for a safer, greener, and more prosperous maritime future.
Overall, the engagement between Pakistan and Malaysia marks a significant step towards bolstering maritime cooperation, enhancing training capabilities, and expanding trade connectivity, while Pakistan reinforces its position in the global maritime governance landscape.
