On July 31, 2023, it was announced that the Member Authorities of the Tokyo and Paris Memoranda of Understanding (MoU) on Port State Control will initiate a joint Concentrated Inspection Campaign (CIC) focused on fire safety. This campaign aims to enhance awareness among ship crews and owners regarding the critical importance of fire safety measures and to ensure compliance with fire safety regulations as outlined in relevant International Maritime Organization (IMO) instruments.
The CIC will run for three months, from September 1 to November 30, 2023. During this period, ships will undergo inspections specifically targeting fire safety aspects, incorporated into the general Port State Control inspections. Notably, a ship will only be subjected to one inspection under this campaign within the designated time frame.
Port State Control Officers (PSCOs) will employ a pre-defined questionnaire during these inspections to evaluate various fire safety components. They will assess whether the fire-fighting systems and equipment meet the necessary requirements, check that the ship’s master and crew are knowledgeable about fire safety operations, and ensure that all equipment is well-maintained and operational. If any deficiencies are identified during these inspections, the course of action may vary. Potential outcomes include documenting the deficiencies and requiring the ship’s master to rectify them within a specified timeframe, or in more severe cases, detaining the vessel until substantial corrections are made.
Should a ship be detained, it will be publicly listed in the monthly detention updates on the official websites of the Tokyo and Paris MoUs. The findings from this campaign will be systematically analyzed and may be presented to the governing bodies of both MoUs for possible submission to the IMO, emphasizing the continued commitment to maritime safety and adherence to international standards.
