In the first half of 2023, Asia experienced a significant surge in piracy and armed robbery incidents at sea, with a total of 95 reported cases, marking an 83% increase compared to the same period in the previous year. This alarming trend was highlighted by the Information Sharing Centre of the Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP).
The majority of these incidents took place in the Straits of Malacca and Singapore, designated as the most concerning areas for maritime piracy, accounting for 80 of the 95 total incidents— a sharp rise from just 21 incidents observed in the same timeframe in 2022. Despite the increase in numbers, most incidents were reportedly non-violent, with no crew injuries reported in about 90% of cases. Notably, the majority of attacks occurred during nighttime.
Among the incidents in the Straits of Malacca and Singapore, nearly half involved no theft, while 29% of the attacks resulted in the theft of engine spare parts. Bulk carriers were the primary target, constituting around half of the attacks, while tankers were involved in approximately a quarter. ReCAAP’s report noted that in many cases, the attacks were facilitated by the lack of preparedness on the part of the vessels, particularly those slow-moving, ill-equipped ships operating in restricted waters.
Vijay D Chafekar, the executive director of ReCAAP, emphasized the need for increased maritime surveillance and enforcement in areas plagued by these crimes. He suggested that regional authorities enhance their presence to deter criminal activity and improve the safety of maritime operations. Additionally, he urged shipmasters to adopt more vigilant practices, particularly during nighttime transits, and recommended the implementation of preventive measures to thwart unauthorized boarding by pirates.
This rise in piracy calls for urgent attention from both regional authorities and ship operators, highlighting the necessity for enhanced security measures and proactive strategies to combat maritime crime in this critical shipping corridor.
