Summary of the Quad’s Maritime Security Agenda
The Quadrilateral Security Dialogue, known as the Quad, originated from collaborative humanitarian efforts among India, the United States, Japan, and Australia after the catastrophic 2004 tsunami. Under the initial leadership of Prime Minister Shinzo Abe, the Quad aimed to address the implications of China’s rising power in the Indo-Pacific, advocating for a rules-based order in the region. Maritime security is a strategic priority for the Quad, born from its origins in humanitarian assistance and disaster relief (HADR) coordination. The group views the Indo-Pacific region as a complex and expansive maritime domain where security challenges vary significantly. Despite facing skepticism about its effectiveness—especially compared with other groupings like AUKUS—the Quad emphasizes the need for a cohesive approach to maritime security and a commitment to countering Chinese expansion diplomatically. This is reflected in various initiatives like the Malabar Naval Exercise, the Indo-Pacific Partnership for Maritime Domain Awareness, and collaborative HADR operations.
The Indo-Pacific Maritime Domain Awareness Partnership, established in 2022, exemplifies the Quad’s strategic goal to enhance maritime security cooperation. This initiative aims to improve transparency and coordination among states to mitigate threats from illicit activities and environmental challenges. Similarly, the HADR framework aims to strengthen joint responses to natural disasters, recalling the cooperation initiated during the 2004 tsunami aftermath.
The Quad also launched its first coastguard cooperation initiative, the Quad-at-Sea Ship Observer Mission, to enhance policing capabilities across the Indo-Pacific to reinforce a rules-based maritime order.
Overall, while there are calls for the Quad to become a more militarized alliance, its current posture emphasizes cooperative engagement and political signaling against China’s assertive regional activities.
