Transshipment Hub Developments

India recently inaugurated its first cargo ship arrival at the newly established Vizhinjam International Transshipment Deepwater Multipurpose Seaport in Kerala. Owned by the Government of Kerala, the port is designed to handle container transshipment along with multi-purpose and break-bulk cargo. Developed under a Public Private Partnership (PPP) model, it operates on a Design, Build, Finance, Operate, and Transfer (DBFOT) basis, where the port authority serves as a regulatory body while private companies manage port operations.

Importance and Significance

The port is strategically positioned as a transshipment hub, facilitating the transfer of cargo from one vessel to another. This is crucial as it allows smaller cargo shipments to be consolidated onto larger ships destined for international locations. The establishment of this transshipment hub is expected to have significant financial implications:

  1. Revenue Generation: The port could potentially reduce revenue losses currently estimated between $200-220 million that Major ports face due to transshipment handling abroad, as around 75% of India’s transshipment cargo is processed in foreign ports.

  2. Lower Logistics Costs: By enhancing efficiency, the port aims to reduce shipping costs. Recent data indicates a notable decline in average turnaround time at Indian ports from 4.3 days in 2012-13 to 2.1 days in 2022-23, but this still lags behind the global median of 1.04 days.

  3. Economic Stimulation: The port is anticipated to save foreign exchange and attract foreign direct investment, consequently boosting trade and related industries, such as ship repair and warehousing.

  4. National Security and Self-Reliance: Given the increasing Chinese influence in regional port infrastructure, strengthening domestic port capabilities is seen as vital for national security.

  5. Integration into Global Value Chain: The port’s development aims to enhance India’s shipping connectivity, which has been a barrier to its integration into the global trade landscape, where its share currently stands at about 2%.

Challenges Ahead

The development of the transshipment port faces several obstacles:

  • Inadequate Natural Depth: Most Indian ports operate at depths of only 10-14 meters, while a successful transshipment hub requires depths of about 20 meters.
  • Distance from Major Shipping Lines: Indian ports are often not aligned with key international shipping routes.
  • Labor Issues: Frequent strikes and low productivity diminish efficiency. There is also a skills mismatch impacting advanced port operations.
  • Competition from Foreign Ports: Indian ports face stiff competition from established international hubs like Colombo and Singapore.

Strategic Steps and Future Directions

The government has introduced the “Maritime AmritKaal Vision 2047,” which aims to overhaul the maritime sector through various initiatives:

  • Deepening Port Drafts: Plans to increase depths to 18-23 meters facilitate the handling of larger vessels.
  • Reducing Vessel Charges: This strategy aims to make Indian ports more competitive for shipping lines.
  • Enhanced Private Sector Participation: This includes establishing new international container terminals and providing flexible tariff guidelines for PPP operators.

Moving forward, investment in infrastructure, rationalization of taxes, skills development programs, and crafting a Coastal Zone Management Plan (CZMP) will be pivotal in positioning Indian ports favorably against international competitors. The ultimate goal is to create a well-integrated, efficient, and competitive maritime sector, paving the way for enhanced economic growth and reduced reliance on foreign ports.
