The Trade Union Congress of the Philippines (TUCP) expressed profound sorrow over the death of Filipino seafarer Junry Popera, who tragically lost his life following an anchor chain accident aboard an oil tanker in Indonesia. Popera, a boat fitter with 15 years of experience, was fatally injured by a loosened anchor chain while trying to resolve a stuck anchor. His colleague, Romulo Gollayan, sustained injuries and was hospitalized for treatment.
This incident highlights the risks that Filipino seafarers face, who are often described as “modern-day heroes” for enduring dangerous working conditions to support their families and contribute to global trade. TUCP President Raymond Democrito C. Mendoza emphasized that Junry Popera was more than just a worker; he was a father and husband who sacrificed for his family and the nation’s economy. The need for immediate action from the government and the maritime industry was underscored, particularly through the proper implementation of the Magna Carta of Filipino Seafarers, aimed at preventing such tragedies in the future.
In the wake of this incident, TUCP called for several critical actions from relevant agencies, particularly the Department of Migrant Workers (DMW):

Full Investigation and Accountability: TUCP urged a thorough, transparent investigation into the incident to assess compliance with safety measures and international standards aboard the vessel. Those accountable for any negligence—whether shipowners, employers, or manning agencies—should face consequences.

Immediate Medical Care and Compensation: There is a call for Romulo Gollayan to receive comprehensive medical treatment and rehabilitation. Additionally, the Overseas Workers Welfare Administration (OWWA) should provide financial support, counseling, and reintegration services if he cannot return to work.
Mendoza reiterated the pressing need for the strict enforcement of the Magna Carta of Filipino Seafarers, which aims to enhance protections and improve working conditions for seafarers. Despite their crucial role in global shipping, the safety and dignity of Filipino seafarers often remain overlooked. TUCP stands united with the victims and their families in their quest for justice for Junry Popera and in demanding accountability, while continuing to advocate for the rights and safety of all Filipino seafarers.
