The Government of the Republic of the Philippines is organizing a significant event titled the “International Conference on Seafarers’ Human Rights, Safety and Well-Being,” scheduled for September 1-3, 2025, in Manila. This conference aims to enhance protections for seafarers globally under the theme “No one left adrift: Seafarers at the cross currents of commerce, conflict, and change.” It is a state-led initiative that will convene key stakeholders, including diplomats, policymakers, civil society representatives, and international organizations.
The background for this conference stems from the UN Resolution 56/18 on “Promoting and Protecting the Enjoyment of Human Rights by Seafarers,” led by the Philippines during the 56th Session of the Human Rights Council in July 2024. This resolution culminated in the issuance of the “Magna Carta of Filipino Seafarers,” signed by the President on January 8, 2025. Following this, the Philippine Government announced the upcoming conference at the 59th Human Rights Council session in Geneva on June 19, 2025.
Key topics will be discussed during the conference, including the panel titled “Upholding Human Rights at Sea for all and at all times.” This acknowledges the applicability of international human rights laws for all individuals, regardless of their location. Despite existing frameworks like those from the International Labour Organization, seafarers continue to face serious challenges: long periods at sea, excessive workloads, lack of access to social connectivity, unpaid wages, abandonment, inadequate medical facilities, discrimination, and various forms of violence and harassment.
At the conclusion of the conference, the Philippine Government aims to issue a Declaration on Seafarers’ Human Rights, Safety, and Well-being, inviting endorsement from all relevant maritime stakeholders, including governments and representatives from seafarer and shipowner groups. David Hammond, the Founder and President of Human Rights at Sea, emphasizes the conference’s critical role in highlighting human rights protections for seafarers and positioning the Philippines as a leader in this global initiative. He notes that if successful, this effort could catalyze systemic changes that improve the lives of all workers at sea.
The outcomes of the conference are not just a matter of policy but are viewed as a litmus test for state-led advancements in human rights protections for maritime workers. There is anticipation over how the international community will respond and collaborate on these pressing issues, ultimately determining the effectiveness of this groundbreaking initiative.
