The chairman forecasted an increase in clinker exports, projecting a rise from the current 4.5 million tons to 8.5 million tons, thereby boosting the nation’s export potential. Presently, KPT ranks 90th among approximately 400 global ports, indicative of its ongoing improvements in operational efficiency. Continuous dredging operations are also being undertaken to maintain navigational depth and ensure smooth port operations.
### Focus on Governance, Land Management, and Transparency
During the meeting, governance issues such as land management and encroachments were critically assessed. Senator Vawda called for a review of pending land allotments and the cancellation of illegal ones, highlighting the urgent need to address encroachments. Additionally, the committee learned of delays concerning 239 containers at the Karachi International Container Terminal (KICT), primarily attributed to customs issues and challenges with international shipping companies. Serious concerns were raised about corruption, with accusations totaling nearly $40 million annually linked to container clearance processes.
To address these matters, the committee urged KICT management to promptly resolve the backlog and take decisive measures against corruption, underscoring the importance of transparency and accountability.
### Concerns Over Fisheries Harbour Authority
Senator Vawda voiced concerns regarding the Fisheries Harbour Authority (FHA), criticizing the lack of transparency and the mismanagement of land at the Korangi Fisheries Harbour. Allegations surfaced about officials illicitly sharing salaries to bypass attendance, prompting calls for rigorous disciplinary actions against those responsible. The committee noted the need to evaluate the performance of several autonomous boards operating without substantial oversight, emphasizing the necessity to restructure or disband ineffective members to enhance governance and efficiency in maritime institutions.
### Government’s Reform Agenda
In response to these discussions, Minister for Maritime Affairs Muhammad Junaid Anwar assured the committee of a progressive reform agenda. Acknowledging that systemic challenges require time to address, he outlined a gradual approach to reforms. He announced the establishment of Pakistan’s National Dredging Company, aimed at reducing operational costs and providing more efficient dredging services, which would be advantageous for exporters and port operators alike. The committee was informed of a $60 million dredging contract awarded to AD Port Company, while further projects would be managed by the National Dredging Company to ensure cost-effectiveness and operational efficiency moving forward.
