The Unified Platform for Communications & Dispatch (UPCAD) is set to revolutionize emergency response systems in the Philippines, with a nationwide rollout planned for February 2026. This initiative aligns with the Department of the Interior and Local Governments’ (DILG) vision for a world-class emergency communication framework.
UPCAD introduces advanced mission-critical technology that includes a sophisticated dispatch console tailored for public safety demands. Additionally, the system features durable smartphones, tablets, and feature phones designed for rigorous industrial and emergency service use.
In January 2026, the Unified Dispatch and Communications Forum was hosted at Solaire North, bringing together various government representatives and international partners from the U.S. and France. The event served to share best practices in dispatch and communication among first responders, emphasizing the importance of connected command in emergency situations. Key players involved in the development and implementation of UPCAD included NGA 911 Philippines and Next Generation Core Services (NGCS), along with telecommunications giants PLDT and ePLDT, and global partners like Streamwide S.A. and Rug Gear.
Demonstrations at the forum showcased the system’s capabilities, including real-time data delivery, geolocation tracking, and secure communication channels. This modern approach to emergency response, termed Team On The Run (TOTR), integrates cellular networks and data technologies to enhance coordination amongst responders, facilitating instant and secure information sharing beyond traditional radio communication.
The anticipated benefits of UPCAD include improved public safety outcomes, faster response times, and seamless communication across various agencies and local government units (LGUs). By fostering enhanced situational awareness and collaboration, UPCAD aims to positively impact emergency management, overcoming various challenges posed by physical, climatic, and situational factors.
Ishka Villacisneros, CFO of NGA 911 and President of NGA 911 Philippines, highlighted that the system emphasizes real-time connections among platforms, people, and decision-makers, ensuring that police, military, coast guard, and disaster response units share the same operational information. Rob Llaguno, Country Head of NGA 911 Philippines, noted the necessity for unified efforts from all sectors to create an effective emergency response system, stressing that this initiative will empower first responders and ultimately serve and protect all citizens.
Currently, the Philippines stands as the only Southeast Asian nation equipped with a complete Next Generation 911 call system, positioning it as a regional leader in public safety and a model for its neighbors.
