The Fishing, Diving, and Other Uses (FDOU) focus area was established by the Southeast Florida Coral Reef Initiative (SEFCRI) in their 2004 Local Action Strategy (LAS) to address significant issues impacting coral reefs in southeast Florida. Recognized as one of the four main areas of concern, the FDOU aims to mitigate the adverse effects of activities such as fishing, diving, and boating, which often lead to unforeseen impacts on reef ecosystems.
The FDOU’s primary objective is to evaluate the various effects of these recreational activities on marine organisms and their habitats. A range of projects has been implemented to tackle these challenges, focusing on several key issues: understanding the conservation ethics of different reef users, assessing the direct and indirect impacts of fishing, diving, and boating, investigating the utility and best practices for artificial reefs, and securing reliable funding sources for future initiatives.
Collaborative efforts are paramount in the FDOU approach, as it involves local stakeholders, scientists, resource managers, and regulatory agencies to develop stakeholder-driven management recommendations and create an adaptive management plan aimed at diminishing impacts on the reefs.
Since its inception, the FDOU has either initiated or completed almost all of the 27 projects outlined in the 2004 SEFCRI LAS. These varied projects incorporate both local and international viewpoints to formulate effective strategies for the preservation of southeast Florida’s reefs, focusing on balancing the use of coastal and ocean resources with protective measures. Key initiatives include gathering information about marine managed areas globally, investigating historical changes in reef use, conducting workshops to promote “reef-friendly” practices among divers and fishers, and identifying heavily utilized reef areas.
Additionally, these projects stem from a needs assessment conducted by SEFCRI to enhance the understanding of stakeholder knowledge and perceptions regarding coral reefs and their management in the region.
Desired outcomes of the FDOU initiative include raising awareness and compliance with Florida’s fishing regulations, educating stakeholders about best practices, achieving a sustainable equilibrium among recreational activities, minimizing impacts associated with these activities, developing a mooring system to safeguard heavily trafficked reef areas from anchoring damage, and formulating management recommendations that are informed by scientific evidence and community input.
