The Federal Government of Nigeria has launched a new digital platform, the Enterprise Content Management System (ECMS), aimed at enhancing transparency, efficiency, and service delivery in the marine and blue economy sector. The launch took place at the Ministry of Marine and Blue Economy’s Fourth Quarter 2025 Stakeholders and Citizens Engagement event in Abuja, attended by various stakeholders, including regulators, private sector operators, and development partners.
Minister of Marine and Blue Economy, Dr. Adegboyega Oyetola, described the ECMS as a pivotal milestone in the ministry’s transformation agenda. He emphasized that the digital platform enhances transparency, accountability, and operational effectiveness, stating, “A digitally enabled Ministry is a more responsive Ministry.” The ECMS is designed to streamline workflows, strengthen records management, and improve decision-making processes, ultimately aiding investors and operators with clarity and integrity.
The event reinforced the Federal Government’s commitment to positioning the marine and blue economy as a vital element of economic diversification. Oyetola highlighted the sector’s vast potential due to Nigeria’s extensive coastline and inland waterways, which offer opportunities in maritime trade, fisheries, aquaculture, and tourism. He announced significant achievements in local fish production, which rose from 1.1 million metric tonnes to 1.4 million metric tonnes within the last year, although still below the annual consumption estimate of 3.6 million tonnes. This growth reflects efforts in coordination, technology integration, and improved planning in the sector.
Moreover, the Ministry is engaging with financial institutions to offer single-digit interest loans to fishermen, aimed at increasing access to affordable finance and enhancing productivity while combating illegal fishing practices. On the international stage, Nigeria’s recent election to Category C of the International Maritime Organization (IMO) demonstrates renewed confidence in its maritime leadership, as does its role as Chairman of the Conference of Ministers of the Fisheries Committee for the West Central Gulf of Guinea.
Oyetola pointed out that the Ministry’s reform initiatives have drawn national recognition, evidenced by a 96 percent performance rating from the Central Results Delivery Coordination Unit, and strong assessments from the Presidential Enabling Business Environment Council. Recent data from the National Bureau of Statistics also ranks water transportation among the fastest-growing sectors in Nigeria.
In her remarks, Mrs. Didi Walson-Jack, the Head of the Civil Service of the Federation, praised the ECMS for marking a significant step toward paperless governance and improved records management. She underscored the platform’s potential to build institutional memory, reduce bureaucracy, and align the Ministry with the broader digital transformation agenda of the Federal Civil Service, facilitating quicker and more effective service delivery.
