The signing ceremony took place between Department of Migrant Workers (DMW) Secretary Hans Leo J. Cacdac and Maritime Industry Authority (MARINA) Administrator Sonia B. Malaluan, marking the culmination of a challenging drafting process that lasted three months. The enactment of the Magna Carta was initially signed into law by President Marcos in September of the previous year, but its implementation faced delays, particularly concerning provisions for maritime training and ongoing legal issues affecting seafarers.
