The consortium of Denmark’s Semco Maritime and Vietnam’s PTSC Mechanical & Construction (PTSC M&C) has successfully secured an Engineering, Procurement, and Construction (EPC) contract with Synera Renewable Energy (SRE) for the offshore substation associated with the Formosa 4 offshore wind farm in Taiwan. The agreement was finalized in late August 2025 after extensive negotiations, with a timeline for project delivery set for the end of 2027.
The contract encompasses a wide range of responsibilities including the design, procurement, construction, and commissioning of both the jacket and topside of the offshore substation. In this collaborative venture, Semco Maritime will spearhead the engineering, procurement, and commissioning efforts focused on the main medium voltage (MV) and high voltage (HV) electrical systems, along with auxiliary platform systems. The engineering support will be bolstered by ISC Consulting Engineers, which will collaborate on various aspects of the project.
On the other hand, PTSC M&C is entrusted with overseeing the jacket’s EPC scope. This includes the procurement of the remaining equipment and materials necessary for the topside, as well as its fabrication at their facility in Vung Tau, Vietnam.
Once the construction phases are complete, the offshore substation is slated for transportation and installation at the designated site off the coast of Miaoli County, Taiwan. This critical stage will be executed by DEME, a maritime contractor that secured a separate contract with SRE just a week prior to the announcement of the EPC award.
The Formosa 4 offshore wind farm is notable not only for its renewable energy potential but also as the consortium’s third offshore substation (OSS) project in Taiwan. This follows the successful completion of the Hai Long OSS project and the ongoing developments of the Feng Miao OSS project. Upon completion, the Formosa 4 facility is projected to produce sufficient energy to power approximately 500,000 households annually, significantly contributing to renewable energy resources in the region.
This contract marks an important milestone for both Semco Maritime and PTSC M&C as they continue to expand their footprint in the offshore wind sector, reflecting their commitment to sustainable energy solutions and innovative infrastructure development in the rapidly growing global market for wind energy.
