The Maritime Industry Authority (MARINA) of the Philippines is embarking on a significant initiative to internationalize its digitalization system. This project represents a collaboration with the International Chamber of Shipping (ICS) and the maritime digital solutions platform, Lloyd’s Register OneOcean (LROO). The aim is to enhance the MARINA Integrated Seafarers Management Online (MISMO) system, aligning it with global standards and optimizing the seafarer certification process.
The integration of MISMO into these international platforms will modernize how Philippine seafarers are certified. This shift is expected to alleviate administrative burdens while enhancing compliance and efficiency for seafarers, shipping companies, flag administrations, and port state controls. By streamlining certification, the project aims to make the process smoother for all stakeholders involved in maritime operations.
On February 12, 2025, the parties formalized this collaboration by signing a memorandum of understanding (MOU) during the 11th session of the International Maritime Organization’s (IMO) Sub-Committee on Human Element, Training, and Watchkeeping in London. The MOU outlines the commitment between MARINA, LROO, and ICS to assess the regulatory and technical requirements necessary for establishing a global digital certification system.
MARINA Administrator Sonia Malaluan expressed enthusiasm about the digitalization project, describing it as a crucial step toward offering a global platform for a more efficient certification process for Filipino seafarers. She emphasized that MARINA remains dedicated to collaborating with member states of the IMO to uphold high standards in maritime education and training, reflecting the Philippines’ pivotal role in the international maritime sector.
This initiative not only highlights the Philippines’ commitment to enhancing its maritime infrastructure but also positions its seafarers favorably in the global market. As international shipping continues to evolve, modernizing certification processes will be essential in ensuring the country’s competitiveness and adherence to global maritime standards.
