The Maritime Industry Authority (Marina) of the Philippines is enhancing maritime safety and efficiency through the adoption of advanced technologies, particularly a Blockchain-Enabled Automated Certification System. This innovative system aims to streamline the certification process for maritime professionals, thereby increasing efficiency, reducing fraud, and enhancing data security. Marina Administrator Sonia Malaluan emphasized the critical nature of this initiative during a recent meeting with the Department of Transportation (DoTr), highlighting its potential to elevate safety standards in the shipping industry.
Recent data indicates that there are approximately 578,600 Filipinos employed as seafarers, of which a significant portion is comprised of skilled professionals. In alignment with international standards, Marina is also working on establishing bilateral agreements that recognize the Standards of Training, Certification, and Watchkeeping (STCW) for Seafarers certificates, facilitating better employment opportunities for Filipino seafarers on foreign vessels. Additionally, the agency is actively seeking to strengthen multilateral partnerships to share best practices and enhance safety protocols worldwide.
In a bid to improve skills among maritime workers, Marina launched the Marina Training Institute, which aims to provide comprehensive training programs adhering to international benchmarks. This initiative is crucial for maintaining the competitiveness of Filipino seafarers in the global marketplace.
Furthermore, Marina is expanding its Quality Management System (QMS) to standardize procedures and enhance service quality. Implemented across the Central Office, this system underscores Marina’s commitment to achieving ISO 9001:2015 certification, ensuring consistent and reliable operations that align with international best practices. The QMS is expected to improve customer satisfaction and build accountability within the agency.
Safety remains a top priority, as emphasized by DoTr Secretary Jaime Bautista during a meeting on enhancing maritime operations. He urged alignment with the Maritime Industry Development Plan (MIDP) 2028 to reach a “zero incident target” in the sector. Marina’s efforts have also been recognized through the Philippines’ inclusion in the International Maritime Organization (IMO) whitelist, which indicates compliance with strict safety standards. This boosts the credibility of Philippine certifications and improves international stakeholder confidence.
Looking ahead, Marina is focusing on tackling current challenges while continuing its commitment to improve the safety and professionalism of the Philippine seafaring industry. Malaluan expressed optimism about overcoming operational hurdles through strategic initiatives and strong leadership.
