The Tripartite Maritime Training Awards (TMTA) (Deck/Engine) programme has been relaunched in Singapore to support aspiring seafarers in their maritime careers. Unveiled on February 14, 2024, during the Singapore Maritime Officers’ Union’s (SMOU) Lunar New Year event, the program aims to strengthen the local maritime workforce by training 120 deck and engine officers. It was officially launched by Transport Minister Chee Hong Tat, with NTUC Secretary-General Ng Chee Meng as a distinguished guest.
Previously known as the Tripartite Nautical Training Award and the Tripartite Engineering Training Award, the refreshed TMTA programme is a collaborative initiative developed by SMOU, the Maritime and Port Authority of Singapore (MPA), and NTUC’s e2i (Employment and Employability Institute), with support from the Singapore Shipping Association (SSA). This partnership highlights a collective vision for a robust maritime sector in Singapore, dedicated to nurturing a skilled workforce.
Since its inception in 2009, the TMTA (Deck/Engine) programme has successfully trained over 400 cadets, with more than 130 graduates obtaining their Certificate of Competency (COC). The latest iteration of the programme is particularly aimed at working adults looking to transition into the maritime industry and fresh graduates eager to start maritime careers. Graduates will gain access to various opportunities both at sea and on land, helping to solidify Singapore’s status as a global maritime hub.
Wavelink Maritime Institute, the training arm of SMOU, will be responsible for educating the cadets. Known for its high-quality maritime training, the institute prepares students with the essential skills and knowledge required for success in their careers.
Looking ahead, the next intake for the TMTA (Deck/Engine) programme is set for September 2024. SMOU has devoted over $10 million in collaboration with stakeholders to enhance the programme, reinforcing its commitment to Singapore’s maritime future. Furthermore, the union plans to bolster the programme by partnering with key stakeholders to increase financial support and practical training opportunities, ensuring the curriculum remains relevant amidst the sector’s evolving demands.
The TMTA programme aims to provide a symbiotic relationship between seafarers, employers, and the government. It seeks to improve wages, benefits, and career development for seafarers while supplying employers with a highly skilled workforce. This collaborative approach enables the government to leverage shared expertise to formulate effective maritime policies.
