The European Commission recently reaffirmed its recognition of the Philippines’ training and certification system for seafarers, which is crucial for global shipping and trade. This decision recognizes compliance with the International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers (STCW). Filipino seafarers constitute about 14% of the global maritime labor force, playing an essential role in the shipping industry and the flow of international trade.
In December 2021, the Commission had communicated potential withdrawal of recognition for Philippine seafarer certificates unless significant improvements were made in response to a report from the European Maritime Safety Agency (EMSA) that identified deficiencies in training standards. Since then, the Philippine government has made substantial strides towards compliance, particularly in monitoring and evaluating training programs.
The decision has been praised by industry organizations such as the European Community Shipowners’ Associations (ECSA) and the International Chamber of Shipping (ICS), which recognize the importance of Filipino seafarers in sustaining European and global shipping. ECSA’s Secretary General Sotiris Raptis noted that this development demonstrates the Philippines’ commitment to enhancing seafarer qualifications, while ICS’s Secretary General Guy Platten emphasized collaborative efforts aimed at ensuring high training standards for Filipino seafarers.
To further support these initiatives, the newly established International Advisory Committee on Global Maritime Affairs (IACGMA) brings together Filipino authorities, seafarer representatives, and industry stakeholders to promote continuity and sustainability in the training system.
European Commissioner for Transport Adina Vălean acknowledged the productive partnership with Philippine authorities and praised their efforts to enhance seafarer training and certification. With approximately 50,000 Filipino masters and officers currently serving on EU-flagged ships, the Philippines is a vital contributor to the maritime workforce. The European Commission plans to offer technical assistance to help improve the Philippines’ education and training system further.
