India has issued a strong condemnation of Iran’s recent actions, which include targeting commercial shipping and attempting to close the Strait of Hormuz, a critical waterway for global energy distribution. Speaking during the 36th extraordinary session of the International Maritime Organization (IMO) Council, Vikram Doraiswami, India’s High Commissioner to the UK, described these acts as “unacceptable” and underscored the importance of protecting civilian vessels and crews. He emphasized that all nations must respect navigational rights under international law.
Doraiswami highlighted the direct impact of the ongoing conflict in West Asia on Indian nationals, noting that three of the seven seafarers killed were from India. As approximately 13% of global seafarers are Indian, the safety of these individuals is a significant concern for India. Currently, there are 24 Indian-flagged vessels operating in the Persian Gulf, and theIndian government is closely monitoring the safety and security of their crews—comprising over 600 Indian seafarers.
The Indian government has been in communication with Iran, seeking assurances for the safe passage of its vessels through the Strait of Hormuz. Recently, two such vessels were allowed to transit the key waterway, although tensions continue to spike, affecting oil prices and natural gas supplies. The current conflict has also led to the targeting of assets in Qatar, significantly disrupting liquefied natural gas exports.
Doraiswami warned that any disruption to this crucial trade route has severe consequences not just for India’s economy but also for global energy and humanitarian supply chains. Concerns have also been raised about the potential for marine pollution resulting from attacks on commercial vessels in the region.
In response to these provocations, the IMO condemned Iran’s threats and actions during the session, with a declaration supported by over 115 member states—the largest such coalition in IMO history. The declaration calls for Tehran to immediately cease its attacks and work towards ensuring safe maritime commerce through the Strait of Hormuz. Additionally, it urged the establishment of mechanisms to facilitate the safe evacuation of seafarers and merchant vessels from the region.
As the conflict approaches its third week, hostilities have escalated further, with Israel conducting airstrikes on Iran’s energy infrastructure, likely provoking retaliatory responses from Iran against facilities in Qatar, Saudi Arabia, and the UAE.
Overall, India’s position serves to reinforce the need for safe and secure shipping routes, essential for maintaining energy security not just for itself but for the global community.
