A one-day forum on civil maritime security is scheduled for November 20, from 8 a.m. to 5 p.m. at the Palawan State University Auditorium. This event aims to unite various stakeholders, including government officials, academia, and civil society members, to discuss the management of the nation’s maritime and land territories, focusing on enforcement, regulation, conservation, and security. The forum, titled “Kasiguruhan sa Karagatan Pamamahala at Paniniguro: Resulta at Pamana ng Karagatan sa mga Munisipalidad ng Palawan,” is organized by the Sangguniang Bayan of Kalayaan and Waypoints, an initiative dedicated to enhancing civil maritime security in the Philippines.
Councilor Maurice Phillip Albayda emphasized the goal of fostering dialogue on maritime issues, particularly the importance of understanding maritime governance among stakeholders. The discussions will also touch upon the proposed Maritime Zones Bill, aiming to enhance information sharing among local legislators and decision-makers.
Waypoints has previously conducted a comprehensive assessment of civil maritime security (CMS) in the Philippines, focusing on the challenges faced by maritime law enforcement agencies. This analysis gathered insights from various representatives within the sector, aiming to identify potential solutions and policy recommendations. The findings have been presented to numerous national and regional stakeholders, with highlights set to be shared during the Palawan forum.
Palawan, often referred to as the Philippines’ ecological stronghold and a biosphere reserve, plays a crucial role in the country’s fisheries and aquaculture sectors. The region is a leader in fishery production, contributing approximately 10.65 percent to the national output. However, it faces significant threats, including climate change and illegal fishing practices, with reports of foreign vessels operating unlawfully in its waters. These ongoing challenges underscore the urgent need for stronger maritime governance and enforcement mechanisms to protect the region’s rich marine biodiversity.
The forum aims to identify actionable strategies and collaborative approaches to strengthen maritime security within the Philippines. By bringing together diverse stakeholders, it seeks to enhance awareness and develop better governance structures to address both existing and emerging maritime challenges effectively. Through collective efforts, the forum aspires to create a more secure and sustainable maritime environment for Palawan and the nation as a whole.
