The ninth edition of the Doha International Maritime Defence Exhibition and Conference (DIMDEX 2026) featured the Middle East Naval Commanders Conference (MENC), emphasizing its significance in maritime security. Chaired by Deputy Prime Minister and Minister of State for Defence Affairs H.E. Sheikh Saoud bin Abdulrahman bin Hassan Al-Thani, the conference attracted high-ranking naval commanders, defense officials, and maritime experts from around the globe at the Qatar National Convention Centre.
Under the theme “Defence Diplomacy and Maritime Security Challenges,” the event aimed to highlight the crucial link between diplomatic efforts and maritime security. In his address, Sheikh Saoud stressed that military strength alone is insufficient for addressing complex contemporary threats, including regional conflicts, cyber threats, terrorism, and the safeguarding of maritime routes. He articulated that defence diplomacy serves as a vital platform for fostering dialogue, building partnerships, and enhancing cooperation among stakeholders. This approach is key to managing differences and establishing stability, even during heightened tensions.
The Deputy Prime Minister pointed out the need for balanced defense strategies that incorporate both military readiness and effective diplomatic engagement. He emphasized that regional security cannot be attained in isolation from collaboration and that enduring partnerships rooted in respect for sovereignty and international law are essential. He affirmed Qatar’s commitment to these principles, positioning the country as a mediator in resolving conflicts through dialogue and peaceful means.
Brigadier General (Dr.) Rajeh Mohammed bin Aqeel Al-Nabet, President of the Joaan Bin Jassim Academy for Defence Studies, echoed this sentiment, stating that maritime security is a shared responsibility that necessitates coordination and partnership among nations to ensure regional stability.
During the conference’s first session, Minister of State at the Qatari Ministry of Foreign Affairs H.E. Dr. Mohammed bin Abdulaziz Al-Khulaifi provided insights on the evolving nature of maritime security. He noted that it encompasses more than just naval power; it links diplomacy, defense, trade, and regional stability. Dr. Al-Khulaifi underscored the necessity of cohesive efforts between the Ministry of Foreign Affairs and Ministry of Defence in achieving effective maritime security. He called for stronger regional mechanisms and innovative solutions to address the complexities of modern conflicts and ensure the stability of maritime domains.
Overall, the MENC served as a strategic platform for discussing the interconnectedness of defense diplomacy and maritime security, aiming to foster cooperation and trust among nations in an increasingly complex global landscape.
