A significant declaration advocating for the enhanced protection of seafarers was adopted at a Philippine government-led conference in Manila. The Manila Declaration on Seafarers’ Human Rights, Safety and Well-Being was established to address the multifaceted challenges faced by sailors, especially in light of global health crises and geopolitical conflicts. The document outlines eight essential commitments aimed at promoting the welfare and rights of seafarers.
Philippine permanent representative to the United Nations in Geneva, Carlos Sorreta, emphasized the declaration’s progressive nature, highlighting its intention to adapt to the evolving maritime landscape. He asserted that the commitments are designed to ensure fairness, efficiency, and sustainability in maritime operations.
The eight commitments outlined in the declaration include:
- Upholding Human Rights: An unyielding dedication to maintaining human rights for seafarers at all times.
- Enforcing the Maritime Labour Convention: A call for strict application of this international treaty, which provides comprehensive protections for seafarers’ rights and working conditions.
- Crisis Preparedness: Enhancing readiness for emergencies and global crises that impact sailors.
- Right to Refuse: Recognizing and respecting seafarers’ right to refuse assignments in high-risk areas without fear of reprisal.
- Corporate Human Rights Due Diligence: Encouraging maritime companies to incorporate human rights considerations into their operations.
- Women Empowerment: Promoting gender equality and empowerment initiatives within the maritime industry.
- Transition Amid Digitalisation and Decarbonisation: Assuring a just transition for seafarers as the industry adapts to technological advancements and environmental sustainability measures.
- International Cooperation: Advocating for collaborative efforts to improve maritime education and training.
As of now, ten countries have formally endorsed the Manila Declaration, including Bangladesh, Germany, Malaysia, Myanmar, the Netherlands, New Zealand, Norway, the Philippines, Spain, and the United Kingdom. This collective backing reflects a growing recognition of the need for global standards and protections for seafarers, underscoring the importance of their well-being in a continually evolving maritime environment.
