Despite women representing a mere 1% of the global seafaring workforce, a staggering 25% have reported experiencing physical or sexual assault while at sea. Fernandez articulated the grim reality stating, “Almost all women in maritime have faced some form of sexual misconduct,” ranging from unconscious bias to severe assault. Failing to address these issues not only perpetuates a toxic culture but also threatens the integrity of the industry.
The workshop revealed that many incidents of misconduct go unreported due to fears among victims about damaging their reputations or career advancements. Additionally, the complexities of legal jurisdiction complicate matters; the applicable law can vary depending on the vessel’s flag state or the location of the incident, making it daunting for victims to pursue legal recourse.
Responsibility also falls on shipowners, who can be held liable, particularly if they have prior knowledge of a perpetrator’s history of misconduct. This legal obligation to provide a safe working environment places additional pressure on insurers to ensure that their clients are implementing effective safeguards. Increasingly, cases against offenders have surfaced, resulting in significant compensation payouts facilitated by liability insurers.
